Rosa Olguita Celiz Cruz is the Vice Governor of the Regional Government of San Martin, Peru. She is a Professional Agronomist Engineer and holds a Master of Public Management, and Professional Collegiate experience, with a vocation of service. She is an expert in Biodiversity Management and Elaboration of projects of Natural Resources Conservation, reforestation, Productive, Native Communities and social projects; an external consultant on issues of Natural Resources Conservation; Technical and financial project supervisions; and in Public Management; holding positions in Public Administration: 2 years in the Regional Government of San Martin as Deputy Manager and Manager of Natural Resources and Environment, 3 years in the National Food Assistance Program – PRONAA/MIMDES, 5 years as Administrator of the District Directorate of Public Defense of San Martin/MINJUS and from June 2015 to February 2019, responsible for the Office of Promotion of Rights and Gender of the Regional Directorate of Inclusion and Equal Opportunities of the Regional Government of San Martin, as a specialist in Economic Empowerment to Women victims of violence or at risk of violence, in the Ministry of Women Vulnerable Populations – MIMP; and until May 2022 specialist in the Project: “A dignified life without violence for women, girls and adolescents with disabilities in the San Martin Region” of the NGO Paz y Esperanza.
With specialties in: “Identification, Formulation, Evaluation and Management of social and productive Public Investment Projects, incorporating risk analysis”, “Management by Results in Public Administration”, “Social Management”, “Public Financial Administration”, “Skills Development for Managers”, “Environmental Impact Assessment”, “Gender Approach” and “Gender Violence, gender approach and disability”; and search for the development of communities.
