First Technical Meeting of the Mechanism for the Exchange of Subnational Public Policies for the Sustainable Environmental Management of the Amazon (MIPA): Regenerative Agriculture and Livestock Farming for Jurisdictions with Forests in Peru and the Amazon

From October 27 – 29, 2025 in Pucallpa, Ucayali, Peru, subnational governments from across the Amazon, regenerative agriculture experts, Indigenous representatives and international partners gathered for the First Technical Meeting of Mecanismo de Intercambio de Políticas Públicas Subnacionales para la Gestión Ambiental Sostenible de la Amazonía (MIPA) or the Mechanism for the Exchange of Subnational Public Policies for the Sustainable Environmental Management of the Amazon. MIPA is a decentralized South-South technical cooperation program between subnational governments in the Amazon. MIPA’s main objective is to contribute to the improvement of environmental public policies of Amazonian subnational governments by:

  1. mapping experiences;
  2. convening technical exchanges; and
  3. generating bilateral and/or multilateral cooperation agendas.

The First MIPA Technical Meeting was organized by the Regional Government of Ucayali (Peru) and the Mancomunidad Regional Amazónica (MRA) or Amazon Regional Association, with technical support from the Governors’ Climate and Forests Task Force (GCFTF) and Fundación para la Internacionalización de las Administraciones Públicas (FIAP) Amazonia+ program. The theme was Regenerative Agriculture and Livestock Farming for Jurisdictions with Forests in Peru and the Amazon, and representatives from GCFTF member and observer jurisdictions in Ecuador, Colombia, Peru, Bolivia and Brazil worked to strengthen cooperation with respect to the thematic issues.

The meeting consisted of four sessions:

  1. “New Forest Economy and Its relationship with Regenerative Agriculture and Livestock Farming in a Jurisdictional Approach”
  2. Case studies: “From Theory to Practice: Experiences of Regenerative Management in the Peruvian Amazon”
  3. Panel discussion: “Opportunities for Scaling Up and Financing Regenerative Agriculture and Livestock Farming”
  4. Working session: “Consolidate Strategic Alliances for Scaling Up the Approach in the Amazon”

The meeting also included field trips to a regenerative palm oil farm, an integrated management farm, and an agroforestry farm.

The final session was a working session where participants split into groups to identify and consolidate alliances. Nine cooperation proposals were submitted with each proposal identifying a theme, jurisdictions, resources, next steps, and responsible individuals/groups. The themes included advice on REDD+ programs, a technical exchange on coffee, EUDR regulations and cocoa production, and an exchange of experiences of Indigenous women.
